Partial nudity & Strong sexual content:
First of all, the beginning scene shows a man and woman in full bondage gear, with the woman slapping the man with a whip, while they both scream in a mix of pained, pleasurable tones. Then, as Niko (the main character) gets off the boat, his cousin (there to pick him up) comes out of the car already drunk with a bottle in his hand, acting as such. As Niko drives them to their destination, his cousin asks Niko if he's had two girls at once, and then says, "Four big t**ies to play with!" And later on says, about the varied ethnic groups of women in liberty city, "Thirty-six flavors of t**ies!" Again, this is just in the first five minutes. So, it doesn't really start out clean. Listed below are the specific catagories having to do with this rating. All of the content below is optional in this game.
Michelle: You meet Michelle near the very beginning of the game, and have the option of dating her from there on out, by calling her on your cell phone and setting a date. At first Michelle knows nothing about Niko's criminal career, and overall she seems pretty put-together compared to the other characters. This layout below is how I progressed with the dates:
Later on you find out that Michelle works for the goverment, and has been secretly following your activites. She says Niko could be of some use to her organization, and says she will get in touch. So no more dates with Michelle.
Online Dating: To set up a date online, you first drive to an internet cafe and log into the internet. You then go to a dating website, search through the available options and pick a girl. She will then email you with a yes or no reply in a couple of (game) days. If she says yes, she will tell you where to pick her up. You go to her location and as soon as you pick her up, dates go the same as with Michelle, including sleeping with them. Also you can solicit gay males, but they will turn you down every time (Niko's profile says he's straight).
Stripclubs: This section constitutes the "Partial nudity" rating, and though these women are a bit more than partially nude, no one in this game appears fully nude. Also, the women in this game are pretty funky looking--in other words, they're not all that attractive.
If (or when) you enter a strip club, there are usually two platforms with with a stripper in either a skimpy bikini, or bikini bottoms and pasties. There are several strippers walking around the club wearing similar attire, and will aproach and ask if you want to pay for a private dance. If you say yes, she will take you to a back room and dance erotically in a few loops of animation, as she makes some sexual references. While she is dancing, you can switch to a few camera angles, and then it's over. You can also pay two strippers to dance with each other, and they will simulate a few sexual positions while dancing. There is no option to touch the strippers. Your friends will also call up and ask if you want to go to a strip club with them from time to time. You can decline.
Prostitutes: There are several prostitutes throughout the city. Find one on the street and honk your horn. She will get in. Drive to a secluded place (alley or behind a building) and pay for any of three forms of sex. You will then see the prostitute perform the act of your choice through the car window, not specific detail, and she is fully clothed. You do hear dirty talk during the act. After she's done you pay her and let her out. You can kill her by running her over, shooting her, beating her to death (you get the point) and get your money back. But, you don't have to kill her, or for that matter have sex. It's entirely optional. Also, sometimes after letting the prostitute out, Niko will say things like, "Now I'm really low!" in a frustrated and disappointed tone.
As you can see, none of these listed above are appropriate for children, and I really don't see why these activities need to be emulated in games. Other than the optional, the story's cutscenes have countless sexual innuendo, slang, some outright explicit dialog, and several references to gays, bi-sexuals, and a very gay character named Bernie. But no actual scenes of sex. Also worth mentioning is that there countless ads on the internet, tv, radio, and posters that make sexual references through inneundo (with lots of language too).
